Northcote Parkinson, một tác giả nổi tiếng viết về quản trị, đã đúc kết rằng: “Thời gian bỏ ra vào bất cứ đề tài nào trong nội dung thảo luận của cuộc họp sẽ tỉ lệ nghịch với số tiền liên quan”. Cùng tinh thần đó, Parkinson đã đề xuất một quy tắc áp dụng cho các cuộc họp có từ 10 người tham gia trở lên và gọi đó là định luật Bartleby: “80% thời gian của 80% số người tham dự cuộc họp là bị lãng phí”.
